ရွေးကောက်ပွဲလေ့လာစောင့်ကြည့်သူများအတွက် လက်စွဲစာအုပ်ကို ဥရောပလုံခြုံရေးနှင့်ပူးပေါင်းဆောင် ရွက်ရေးအဖွဲ့ (OSCE) က ODIHR အတွက် ၂၀၀၃ ခုနှစ်တွင် ဖြန့်ချိခဲ့ပါသည်။
ဒီမိုကရေစီ တည်ဆောက်ရေးနှင့် လူထုယုံကြည်မှု တည်ဆောက်ရေးတို့တွင် ရွေးကောက်ပွဲများသည် မရှိမဖြစ် အရေးပါပြီး အလားတူ အဆိုပါရွေးကောက်ပွဲများကို ပြည်တွင်းမှ အနီးကပ်စောင့်ကြည့်လေ့လာရေးသည်လည်း လူ့အခွင့်အရေးမြှင့်တင်ရေးနှင့် ကာကွယ်ရေးတို့အတွက် တိုက်ရိုက်အကျိုးဖြစ်ထွန်းစေသည့် အလေ့အထဖြစ်သည်။ ယခု လက်စွဲစာအုပ်သည် ပြည်တွင်းလေ့လာစောင့်ကြည့်သူအစုအဖွဲ့များအတွက် ပိုမိုရှင်းလင်းလွယ်ကူပြီး စနစ်ကျသော ရွေးကောက်ပွဲစောင့်ကြည့်လေ့လာမှုနည်းစနစ်များကို ပြသရှင်းလင်းထားသော စာအုပ်ဖြစ်သည်။
The handbook was published by the OSCE (The Organization for Security and Co-operation in Europe) Office for Democratic Institutions and Human Rights (ODIHR) in 2003.
Elections are essential to democracy and public confidence in the institutions and at the same time, domestic election observation contributes directly to the promotion and protection of human rights. The handbook has been developed to document the methodologies that can be employed by domestic observer groups to provide a more comprehensive and systematic approach to election observation.
