ပွင့်လင်းမြန်မာ့ရှေ့ဆောင်၏ လွှတ်တော်စောင့်ကြည့်လေ့လာရေးအစီအစဉ်မှ အစီရင်ခံစာ အမှတ် (၇) တွင် (၂၀၀၈) ခုနစ် ဖွဲ့စည်းပုံအခြေခံဥပဒေတွင် ပါရှိသော ပြည်ထောင်စုအဆင့် ဥပဒေပြုခွင့်ရှိသည့် ကဏ္ဍ ၁၂ ရပ် လူမှုရေး၊ စီမံခန့်ခွဲရေး၊ တရားစီရင်ရေးနှင့် အခြားကိစ္စရပ်များ စသည့် ကဏ္ဍ (၄) မျိုးတွင် အကျုံးဝင်သည့် ဥပဒေကြမ်းများ (၇၄) ခုကို လေ့လာဖော်ပြထားခြင်းဖြစ်သည်။ ယခုအစီရင်ခံစာတွင် ဥပဒေကြမ်းပါ အကြောင်းအရာများကိုု အသေးစိတ် လေ့လာခြင်းမပြုဘဲ ဥပဒေကြမ်းများ၏ ဖြတ်သန်းမှု အဆင့်ဆင့်နှင့် အတည်ပြုပြီး ဥပဒေများ၏ အကျဉ်းချုပ်တို႔ကိုသာ အလေးထား လေ့လာထားသည်။
